Belarussian Internet after 1992

The article discusses the stages of developement of the Internet within the Republic of Belarus after the collapse of the Soviet Union, its legal aspect as well as particular technicall issues. It's focused mainly on the connection of the political system - the regime of Lukashenko - with the freedom of speech. The text discusses the problem of the real number of present Belarussian Internet users in the Republic, although there are big differences regarding their quantity. Finally, the author describes a newly implemented development plan of Belarussian part of World Wide Web (Elektronnaja Belarus), targeted on the adjustment of the Internet to European standards.
